Collapse ▲Agricultural producers negatively impacted by adverse weather in 2024 may apply for disaster relief funds provided by the Disaster Recovery Act of 2025 – Part I (S.L. 2025-2), of the North Carolina General Assembly (formally referred as the Agricultural Disaster Crop Loss Program). This is a one-time assistance program for agricultural producers who suffered verifiable losses from any declared agricultural disaster in 2024. This includes Hurricane Helene, drought, Tropical Storm Debby, and Potential Cyclone 8. Approximately $200 million will be for verifiable losses from Hurricane Helene in the affected area and about $111 million will be for verifiable losses from all other agricultural disasters in 2024.
To apply producers will need A 2024 FSA 578 Producer Print on file with the USDA Farm Service Agency for USDA reported crops and a completed NC Sub W-9 for producer SSN/EIN uploaded to the NCDA & CS Agricultural Disaster webpage . Deadline to apply is May 4, 2025. Request for an extension may be granted for nursery crops, fruit-bearing trees and bushes, and specialty crops where survival levels is not immediately known if a request is made in writing to agdisaster@ncagr.gov.
Frequently Asked Questions
Q: If one tends farms in multiple counties, is it necessary to apply in each county?
A: Yes. The USDA RMA formula used to calculate payment is the same for all the entire state but each individual county data will determine the actual payment.
Q: Can one use the same email address for multiple claims?
A: If the email is associated with the same person/entity that produces in multiple counties for one application, yes. If the entity is a business or partnership with varying levels of ownership, then no. In this latter case, each owner needs to have an individual email and application.
Q: After filing, should additional information be needed, how will I be contacted?
A: Request for additional information will be sent to the email used within the application.
Q: If a person managed a crop, livestock or seafood yet did not utilize or report to the Farm Service Agency, can one still apply? If so, how?
A: Yes. Simply contact the Farm Service Agency and ask for a crop farm map or other supporting document to verify production
Q: Will this program cover prevented planted acres?
A: No, individual crop insurance should cover this loss. This program is only for verifiable production losses.
Q: Will this program cover seafood, vegetables and other specialty crops?
A: Yes.
Q: When will payment be made?
A: After the USDA release county data in late May, applications will be reviewed for losses and payments calculated.
Q: How much might one expect in total payments? Will it be the same statewide?
A: Payments will not be the same for all counties and crops. Rather losses will be determined by county average and storm impact on a county-by-county basis. Payment will also vary by type of crop since some crops were more impacted than others.
Q: When can we expect payment? Will it be deposited directly into my bank account?
A: This program aims to have payment delivered by early to mid-July. Most will receive physical checks via US Mail. For those with a current cost-share or conservation project, direct deposit into a banking account is possible.
Q: Can someone help me with the application?
A: Yes, N.C. Cooperative Extension can assist with the application but cannot utilize state owned computers or internet service due to use of confidential information. If you need assistance, contact your local N.C. Cooperative Extension
